During the event, Kim outlined broader goals for the Korean People's Navy, including the modernization of shipyards and the creation of new units. He stated that the country is implementing plans to strengthen its naval forces and intends to demonstrate further achievements in this area within eight months.

The commissioning of the destroyer aligns with North Korea's stated constitutional duty to arm its navy with nuclear weapons.
