Russia has ordered the closure of the German consulate in St. Petersburg by September 18, citing recent actions by Berlin as the cause.

Russia’s foreign ministry announced on Monday that the German consulate in St. Petersburg must cease all operations and its staff must depart the country by September 18. The move is described by Moscow as a response to what it termed "unfriendly actions" by the German government. While the consulate in St. Petersburg will close, German embassy and consular services in Moscow are set to remain operational.

Context of the Diplomatic Dispute

The Russian foreign ministry stated that the German government is responsible for the escalation in bilateral relations. This follows an announcement from Berlin last week alleging that Russia was behind a drone attack on German territory. The incident involved three drones carrying explosive material found at or near Leipzig-Halle Airport, with one discovered near a Ukrainian Antonov plane used for transporting munitions.

Countermeasures and Cultural Closures

In response to the drone incident, German Foreign Minister Johann Wadephul announced the closure of Russia’s consulate in Bonn and the Russian House cultural institution in Berlin, also effective September 18. Russia subsequently announced it would close branches of the Goethe-Institut, a German cultural center, in Moscow, St. Petersburg, and Novosibirsk.

Concerns Over Hybrid Attacks

European nations have reported an increase in suspected Russian attacks on military and critical infrastructure. In August, two drones were observed over a Bundeswehr site in Germany, and Polish authorities are investigating a fire at a drone factory near Warsaw as potential foreign sabotage. German Interior Minister Alexander Dorbindt stated that the country expects further hybrid attacks from Russia.
