Sweden's general election on Sunday arrives as the country faces a complex financial landscape defined by rising defense costs and pressure on the welfare state. While Russia's ongoing war in Ukraine and uncertainty regarding U.S. policy under President Donald Trump influence the security environment, the campaign has remained focused on domestic issues such as schools, healthcare, and household finances.

Fiscal Constraints and Defense Spending

Economists warn that the next government will have limited room for unfunded reforms. SEB Chief Economist Jens Magnusson noted that while parties have made numerous campaign promises, the reality of structural defense costs will likely force a moderation of these pledges after the election. Sweden has significantly increased military expenditure since 2022, and experts anticipate this will remain a long-term budgetary priority for the next five to 10 years. To manage these costs, the next administration may face difficult trade-offs between maintaining the welfare state and funding security commitments. Swedbank Chief Economist Mattias Persson emphasized that while Sweden currently maintains sound public finances, future defense spending must be integrated into the normal budget process rather than relying on borrowing or temporary fiscal frameworks.

Despite Sweden joining NATO in March 2024 and ending over two centuries of military non-alignment, foreign policy has not been a primary driver of the election debate. Political scientists attribute this to a broad consensus among major parties regarding Russia, NATO, and support for Ukraine. While Trump’s approach to NATO adds uncertainty to European security, analysts suggest that Swedish voters are not basing their votes on his policies, as the major parties share a similar stance on foreign policy direction.
