Mobilization Challenges and Social Tension

Forced mobilization has been in effect since the full-scale Russian invasion began in February 2022. As the number of volunteers has decreased, the government has expanded the scope of the draft, leading to increased social tension and a rise in reported attacks on draft officers throughout 2026. Despite pressure from the military and the public, leadership has largely avoided comprehensive reform of the process, though parliamentary defense committee secretary Roman Kostenko noted on August 22 that officials are considering radical changes, including potential adjustments to the draft age.

Military Operations and Strategic Outlook

Budanov indicated that while negotiations may occur soon, they will likely focus on technical aspects rather than an immediate cessation of hostilities. Meanwhile, Ukrainian forces continue to conduct long-range operations. On August 28, the General Staff confirmed a drone strike on the Slavneft-YANOS oil refinery in Yaroslavl, one of Russia's largest processing facilities. Additionally, President Volodymyr Zelensky reported a separate operation that resulted in damage to a Tu-95 strategic heavy bomber at the Engels air base in Saratov Oblast.
