Prior to the session, the leaders addressed the press, outlining a broad agenda that included the status of ongoing negotiations with Russia, the potential for domestic production of Patriot interceptor missiles in Ukraine, and the impact of Ukrainian strikes on Russian oil refineries.

Negotiations and Energy Infrastructure

Following the meeting, President Zelensky stated that Kyiv is prepared for a reciprocal ceasefire regarding attacks on energy infrastructure. He proposed that if both sides agree to halt strikes on energy facilities, the cessation would apply to all such targets. Zelensky noted that the United States would convey this proposal to Moscow. Trump, who has previously suggested he might meet with Vladimir Putin to facilitate a peace agreement, indicated that he would discuss the status of Russia-Ukraine negotiations during the meeting. Mediation efforts led by the U.S. resumed in August 2026, involving CIA Director John Ratcliffe and special envoys Jared Kushner and Steve Witkoff. While both Russia and Ukraine have expressed a willingness to continue talks, previous attempts to secure an energy truce have not yet yielded results.

Patriot Missile Production Licensing

The leaders also addressed the possibility of the United States granting Ukraine licenses to produce missiles for Patriot air defense systems. Trump acknowledged the capability of Ukrainian personnel, stating that the topic would be a subject of their discussion. This follows earlier comments from U.S. Secretary of State Marco Rubio, who confirmed that the U.S. was in talks with Ukraine regarding such licensing. Trump previously expressed caution regarding this production on July 31. Reports have indicated that earlier requests for additional Patriot interceptor missiles were declined by the U.S. due to domestic requirements in the Middle East.
